Quarian Conclave & Admiralty Board

Quarian society is based solely around life aboard space borne vessels, due to their ejection from their home world centuries ago. Their main government body, the Conclave, is based around a meeting of elected officials from each ship in the Flotilla, makes all decisions that are civilian in nature and effect the fleet as a whole. For military decisions or to override decisions made by the Conclave, there exists the Admiralty Board, consisting of five elected members. It is a VERY rare occasion for the Admiralty Board to override a decision made by the Conclave, and to combat corruption, if such an event were to occur, the entire Admiralty Board would be forced to retire, and a new board would be elected. For matters pertaining to single ships, a council is formed of elected members to deliberate under the ship's Captain, who can override council decisions, but unlike the Admiralty Board, does not have to step down from his or her position upon doing so. However a ship's Captain is still a democratically elected position, or barring that, appointed by the Admiralty Board.
