Turian Hierarchy
The turian government, known as the Turian Hierarchy, is a hierarchical meritocracy. While it has great potential for misuse, this is tempered by the civic duty and personal responsibility turians learn in childhood. It comprises of 27 citizenship tiers, beginning with civillians (children and members of client races) and topping off at the rank of Primarch. Rather than promotions being driven by ambition, promotions are solely based on personal merits and it is not seen as stagnation to remain at a single rank for a long period of time. The usual stigma on demotions in rank lie, rather than on the demoted individual, on the superior who promoted the individual to a position for which they were not ready or able to do.
